How do I a make a low power “green” desktop computer?

Where do I find green computer parts?

So far I have narrowed down the CPU to either a E8400 or a Q9300, both are 45nm low power.

Can I use laptop parts in a desktop? For example, will using a 2.5 laptop disk drive use less power than a regular disk drive? Do you need special SATA adapters to plug these smaller drives into a desktop motherboard? Are they as fast as regular drives?
