What would cause a computer to have green dots on the screen when booting up ?

When I turn the computer on it has stripes of green dots going down the screen and it goes blank before booting into windows. I am able to get into safe mode, but I can’t fix the problem. I have tried system. restore and checked the drives for errors.
I do use Microsoft visual studios to design games. Is it possible that this could have something to do with it?
